New Course & Program Proposals

California State University, East Bay Continuing Education welcomes new course and program proposals that will contribute to exceptional academic and professional training to the local and global community. If you are a current Cal State East Bay faculty member, division or contract instructor, or have specific professional expertise, you may submit a proposal for consideration. For more information, please view the Self-Support Program Guide.

All Continuing Education programs are conducted on a self-support basis without any state funds. Proposals must be self support and meet the budgetary requirements.

Before submitting a proposal, please review the CE website to understand the type of programs and audiences the University focuses on. You will notice that non-credit, continuing education units (CEU's), and extension academic credit programs are offered. If your proposal calls for academic credit, it will have to meet the requirements and be approved by the appropriate academic department.

There are four different categories in which you may submit a proposal:


Certificate and Professional Development

Certificate and Professional Development programs target a professional audience with broad-based skills or very specific technical skills. Those proposals should expand offerings to a particular audience or add new audiences. Proposals that address a broad or specific target audience at a professional level are most attractive. Generally, proposals targeted toward personal development or very low skill levels are not desirable candidates.

Contract Programs 

Contract program proposals are submitted by individuals or organizations that seek approval for continuing education units (CEU's) or extension academic credit for their own programs. The contracting agency or instructor is responsible for all implementation requirements of the program, including but not limited to marketing and instructor payments.

The most common programs in this category are directed towards teachers for salary increases. Also, trainers seeking approval for extension academic credit approval in order to have their programs qualify for tuition reimbursement and assistance programs.

Special Sessions Programs

Special Sessions programs provide an opportunity to offer approved university credit-bearing courses or programs offered under non-traditional circumstances, such as at unusual times, off-campus, or online.

Special Session proposals will expand offerings to distant locations or special populations, target career enrichment or retraining, or allow students to accelerate achievement of an objective. Programs that supplant current university offerings are not desirable candidates.
